قالت الشبكة العربية لمعلومات حقوق الإنساناليوم أنها تنظر بانزعاج شديد إلي قيام السلطات الإماراتية بحجب موقعمنتدى الحوار الإماراتي منذ 7 فبرايرالحالي وهو ما يؤكد من جديد زيف ما تدعيه الحكومة الإماراتية أنها لا تحجب سويالمواقع الإباحية فقط
قالت إدارة منتدى الحوار في رسالة إلي الشبكة العربيةلمعلومات حقوق الإنسان إن هيئة تنظيم الاتصالات (الإمارات) أبلغت العديد ممن استفسرعن سر عدم القدرة على الوصول إلى موقع "الحوار الإماراتي"داخل دولة الإمارات “أنالموقع ليس محجوباً وإنما هناك خللٌ فني، وطلبت أن يقوم أصحاب الموقع بالتواصل معهالمعالجة الخلل، ثم ما أن قام الفريق بالتواصل معها حتى تملصت من الرد أولاً و رمتالكرة في ملعب شركتي الاستضافة (اتصالات ، دو)، بالرغم من أن الهيئة طلبت فيالبداية أن يتم التواصل معها وليس مع أي من الشركتين المزودتين للخدمة، ومن المعلومأن الاتصال للإنترنت (بروكسي الإمارات) خاضع لهيئة تنظيم الاتصالات و ليس لشركتيالاتصالات. علاوة على ذلك، لم تقم هيئة تنظيم الاتصالات بإعطاء الشركة المستضيفة أيمعلومات للاتصال بالشركة المزودة بالخدمة.
وأضافت الشبكة العربية لمعلوماتحقوق الإنسان إن دولة الإمارات تمثل واحدة من النماذج الصارخة في التضارب بينالشعارات والواقع حيث تشجع المواطنين علي استخدام الانترنت وفي الوقت نفسه تقومبممارسة أنواع عديدة من الحظر المكثف علي آلاف المواقع علي الشبكة الدولية - وهيالمواقع التي تعتبرها السلطة غير مرغوبة لأسباب دينية وثقافية وسياسية أحيانا - وتأتي هذه المراقبة كجزء من المناخ الذي يحكم عمل الإعلام التقليدي داخل دولةالإمارات.
تطالب الشبكة العربية لمعلومات لحقوق الإنسان الحكومة الإماراتيةبتنفيذ وعودها باحترام حرية الرأي والتعبير ، وتنبه الشبكة من ان المنهج الحالييهدد برفع الإمارات من قائمة الدول التي تسعى للدفاع عن حرية التعبير و كفالة حقالمواطنين في استخدام الانترنت، حيث بدأت ممارساتها تسير علي العكس من الخطاباتالتجديدية والوعود التي تقطعها علي نفسها في المحافل الدولية باحترام هذه الحقوق.

The Arabic Network for Human Rights Information said, today, it was seriously disturbed by the blocking of the Emeriti forum , Montada AlHewar. UAE authorities have been blocking the site since 7/2/2010, in a clear revocation of the allegations that only pornographic sites are blocked in UAE.
In a letter to ANHRI, The forum administration said that the Telecommunications Regulatory Authority in UAE informed the many users who reported not being able to access the site, that the site is not blocked but is undergoing technical difficulties. TRA requested that the forum technical support staff would contact them to fix the problem.
When the forum support staff contacted TRA, the authority denied responsibility and pointed out the ISPs ,Itisalat and Du, as being in charge of the problem although TRA requested the forum to contact them in the first place.
It is also known the company ,Proxy Emarat, is an affiliate of TRA not to any ISP. In addition , TRA did not provide any useful information to Itisalat or Du in order to fix the problem with the forum staff.
The Arabic Network for Human Rights Information added that UAE is one of the examples of the barefaced inconsistencies between rhetoric and reality . The government encourages people to use internet with one hand and blocks thousands of sites with the other for allegedly being unfavorable for religious, cultural or sometimes political reasons. Yet, blocking internet sites is rather consistent with the prevailing climate of restriction that controls media work in UAE.
The Arabic Network for Human Rights Information calls on UAE to carry out its commitments and respect freedom of expression. ANHRI stresses that the current governmental attitude might lead to lifting UAE name from the list of countries that are consistent in defending freedom of expression and providing for citizens' right to internet access. UAE practices are at odds with the reform rhetoric and the official promises made at international forums to respect these rights.
